Is there a way have the course ask the learner if they want to start a new attempt or continue an old attempt when they leave and return to the course.

Kind of - look at the Bookmarking extension.
Combine this with Assessments as well. Might also be worth looking at the branching component - this allows lots of exploration and re-attempts.
