How can the user enroll for the course that is created?
That’s entirely dependent on the LMS the course is being served from, and nothing to do with evolve itself.

A platform for running e-learning courses created by Evolve (or similar software such as Captivate, Rise, Adapt, Elucidat etc.) - and which handles functionality such as learner enrolments - is known as a Learning Management System. You can find out more about what an LMS is here.
