I have a client that is creating a bespoke platform for hosting learning and they are exploring different options. It might be a preference to have the module delivered in a Web format and they have asked if this has and SEO features or capabilities - would SEO be picked up from the Web export?

No it won’t.
However, you could modify the output to add things like a meta description or similar to index.html
