Reduced motion for pulsing bits and pieces

The little pulse animations to draw attention to hotspots and other buttons can be useful for many users but less ideal from an accessibility perspective.

For those that prefer reduced motion (and specify this in their browser preferences) could we have a media query that just turns off all the pulse animations across all components if prefers-reduced-motion is set?
